Developing an Action Plan

Educational programs to improve awareness among community leaders and the general public are essential to avoid future attacks or for effective recovery and relief of the impact if it occurs. These programs will potentially prepare local citizens to coordinate and adapt the established plans, and to be creative when there is a crisis.

Terrorist attacks may come in different forms. Examples are biological, chemical, radiation, nuclear, and explosions. Depending on the type of attack, agencies involved in relief operations and the course of action may be different. These agencies may be using their own plans in the recovery operations.  Often these plans are developed independently by various agencies resulting in duplication and contradiction which creates confusion. If these agencies work together and develop these plans in a coordinated fashion, they can be more effective by avoiding or minimizing duplication, contradiction, and confusion.
